The Analyst I role involves analyzing public assistance program hearing requests, assisting with inquiries, and developing recommendations for appeal decisions while maintaining compliance with state and federal standards.
Responsibilities
- Analyze and research issues regarding public assistance program hearing requests, hearing process inquiries, and assist with use of State Hearings Division (SHD) Appeals Case Management System (ACMS) via a toll-free telephone line from applicants/recipients of public assistance programs, County agencies, attorneys, various organizations representing applicants/recipients, and the general public
- Review hearing requests received within ACMS, research and analyze public assistance programs hearing requests
- Correspond with program and claimant, and review any additional information received
- Analyze facts against appropriate regulatory and policy provisions and develop written recommendations to management for the appeal decision
- Develop the supporting case file for appeals that escalate to a review by an Administrative Law Judge
- Prepare correspondences and accurate written materials for all levels of government county, state and federal
- Maintain current, organized, and retrievable program material to ensure accurate and timely responses
- Assist in the development and maintenance of procedures, program operations, and program notices for compliance with state and federal standards
- Prepare written reports, issue papers, policy proposals and correspondence documenting concerns regarding policy and/or regulation
- Analyze alternatives, identify consequences, compile findings and make recommendations to management to assist in policy determinations and process changes
- Review the impact of proposed changes in legislation and regulations, identify concerns and make recommendations to management to resolve issues
Skills
- Background Investigation be cleared prior to being hired
- Subject to fingerprinting and criminal record clearance by Department of Justice and Federal Bureau of Investigation
- Complete employment history on the application form (STD 678)
- If meeting minimum qualifications with education, include unofficial transcripts for verification
- If selected, may be required to provide official transcripts at the time of hire
- Completed applications and all required documents must be received or postmarked by the Final Filing Date
