Overview
The Director of Risk Management is responsible for designing, implementing, and managing the company’s enterprise risk management framework, with a primary focus on construction and operational risk, insurance programs, and risk transfer strategies.
This role will lead the development and optimization of insurance and surety programs, contractor risk controls, and alternative risk financing structures (including owner controlled insurance programs (OCIPs) and captive insurance arrangements). The Director will partner closely with Development, Construction, Legal, Treasury, and Finance teams to support large-scale capital projects and ongoing operations.
Key Responsibilities
Insurance Program Strategy & Management
Develop and manage the company’s comprehensive construction and operational insurance programs, including General Liability, Builders Risk, Workers’ Compensation, Professional Liability, Environmental, and Property coverages
Optimize insurance structures to balance cost, risk transfer, and retained risk across the portfolio
Lead annual insurance renewals, underwriting submissions, and program marketing efforts
Analyze loss trends and implement risk mitigation strategies to improve risk performance and reduce total cost of risk
Surety Program Management
Structure, negotiate, and manage corporate surety programs (performance bonds, payment bonds, and other credit support instruments)
Maintain relationships with surety providers and brokers to ensure capacity aligned with project pipeline
Coordinate financial disclosures and underwriting materials to support bonding capacity.
Owner Controlled Insurance Programs (OCIP / CCIP)
Lead the design, implementation, and administration of OCIP programs on both a project specific and master portfolio basis
Establish program structure, coverage scope, limits, and enrollment requirements
Coordinate contractor participation, insurance credit processes, and compliance with program requirements
Oversee program performance, including claims management and cost tracking
Captive Insurance Strategy
Evaluate, design, and implement a captive insurance program to support long-term risk financing strategy
Analyze feasibility of captive structures
Manage capital allocation, governance, and regulatory compliance for captive entities
Integrate captive strategy with commercial insurance placement and retained risk
Contractor Prequalification & Risk Controls
Establish and manage a contractor prequalification and risk assessment program
Define risk evaluation criteria including:
Financial strength
Safety performance
Claims history
Insurance compliance
Partner with Construction and Procurement teams to enforce risk standards across all projects
Oversee ongoing contractor risk monitoring and performance evaluation
Broker & Carrier Relationship Management
Manage multiple broker, carrier and underwriter relationships, building long term strategic partnerships as the primary relationship owner
Negotiate pricing, coverage terms, and program structures
Maintain strategic partnerships to ensure access to specialized coverage and capacity
Coordinate with brokers on program design, claims advocacy, and market intelligence
Risk Governance & Reporting
Develop and maintain risk reporting frameworks for executive leadership
Track enterprise risk exposures across construction, operations, and supply chain
Provide regular updates on insurance performance, claims activity, and program effectiveness
Ensure alignment with corporate risk appetite and financial objective
Cross-Functional Collaboration
Partner with:
Construction & Development – project risk planning, OCIP implementation
Legal – contract risk transfer and insurance provisions
Finance & Treasury – insurance cost modeling, captive capitalization
Operations – loss prevention and risk mitigation practices
Skills & Requirements
Education & Experience
Bachelor’s degree in Risk Management, Finance, Engineering, or related field
10+ years of experience in risk management, insurance, or construction risk
7+ years of team management experience
Direct experience with:
Large-scale construction projects
OCIP/CCIP program design and execution
Surety program management
Complex insurance program placement
Education & Experience

Technical Expertise
Deep understanding of construction and operational insurance programs
Experience with captive insurance structures and alternative risk financing
