No visa sponsorship available. About the Role: SunSoft Online is seeking an experienced IT Software Procurement Analyst for a contract-to-hire opportunity with an Arizona state agency in Phoenix. This role owns IT software procurement strategy and software vendor relationships. What You Will Do: - Manage IT software procurement and the IT asset lifecycle, including SaaS, PaaS, and IaaS licensing - Negotiate software contracts, SLAs, renewals, and data sovereignty clauses - Develop and score RFPs/RFQs for enterprise IT software and services - Conduct TCO and ROI analysis for technology investments - Manage software vendor relationships and renewal strategy Required: - 3+ years IT software procurement (software licensing, SaaS/PaaS/IaaS, vendor contracts) - Strategic negotiation: SLAs, contracts, renewals - RFP/RFQ development and scoring for IT services - Phoenix-local; eligible for FTE conversion (no sponsorship) - Available for in-person interview within 1 week of June 23 Preferred: - ISO-9902 Cloud Procurement Framework knowledge - TCO/ROI analysis for technology investments - Technical project management background - Government/public-sector procurement experience To Apply: Reply with your resume showing your current Phoenix city/state, and a brief note on your IT software procurement experience.
