LingaTech is seeking an experienced IT Procurement & Project Manager to oversee technology procurement initiatives and manage vendor implementation projects. This role serves as the primary liaison between business stakeholders, procurement teams, and vendors, ensuring that procurement and contract activities align with organizational objectives.
Responsibilities
- Lead and manage IT procurement activities, including new procurements and contract renewals, ensuring adherence to organizational policies, timelines, and budget requirements
- Coordinate with procurement, legal, and governance stakeholders to address contractual, compliance, and risk-related considerations
- Maintain tracking of contract renewals, procurement events, policy exceptions, and key contract milestones to ensure timely execution
- Represent the IT organization during procurement planning meetings to gather business requirements and align procurement strategies with stakeholder needs
- Serve as the primary liaison between program staff and procurement stakeholders, facilitating communication and resolving procurement-related issues
- Develop and support solicitation documents, including Requests for Quotes (RFQs), Requests for Proposals (RFPs), Statements of Work (SOWs), and related procurement documentation
- Provide guidance on solicitation language to ensure clear requirements and accurate vendor responses
- Coordinate with business units, technical teams, and financial stakeholders to gather requirements and complete procurement packages
- Perform quality reviews of solicitation documents prior to submission for procurement processing
- Lead vendor implementation projects for commercial and off-the-shelf technology solutions from project initiation through deployment
- Develop and maintain project plans, schedules, milestones, deliverables, and communication plans
- Coordinate activities across internal teams, vendors, and technical stakeholders to manage project risks, resolve issues, and maintain project progress
- Monitor project scope, schedule, budget, and contractual commitments, escalating issues to leadership as appropriate
- Prepare and deliver regular project status reports and project documentation to support governance and informed decision-making
- Serve as the primary technical point of contact for contract-related questions and technical compliance matters
- Perform contract compliance reviews to ensure vendor performance aligns with contractual obligations and technical requirements
- Escalate complex contract or technical issues to appropriate leadership for resolution
- Maintain organized documentation of contract deliverables, amendments, performance metrics, and issue logs to support contract oversight and audit readiness
Skills
- 2+ years of project management experience
- 2+ years of business analysis experience
- 1+ year of experience developing Requests for Quotes (RFx) or similar solicitation documents
- 1+ year of experience developing Statements of Work (SOWs)
- 1+ year of procurement experience
