Required Experience
- 8+ years in cybersecurity, IT program management, or cyber consulting
- Experience supporting state/local government or municipal clients
- Strong understanding of cybersecurity controls and risk mitigation
- Experience writing proposals, grants, or statements of work
- Ability to work directly with executives and agency leadership
- Strong project management and stakeholder coordination skills
- Budget development / cost estimating experience
- Familiarity with FEMA, DHS, CISA, or state grant programs
- Experience with cybersecurity maturity assessments or gap analyses
- Knowledge of NIST Cybersecurity Framework, CPG, CIS Controls
- Experience with municipal IT environments
- Certifications such as PMP, CISSP, CISM, Security+, ITIL
Candidate should be comfortable discussing:
- Multi-factor authentication (MFA)
- Enhanced logging / SIEM
- Encryption
- Backup / disaster recovery
- Vulnerability scanning
- Incident response planning
- End-of-life hardware/software replacement
- Security awareness training
- Cyber governance and policy development
- Executive presence
- Strong writing ability
- Organized and deadline driven
- Can gather inputs from multiple departments quickly
- Politically aware / professional with public sector clients
Likely short-term consulting engagement to:
- Assess current cybersecurity gaps
- Recommend best grant project(s)
- Help prepare grant submission
- Support post-award implementation if funded
Preference for St. Louis based or Missouri based candidates, but remote with travel considered.
